Key tasks

To strengthen the capacity of target groups: representatives of local self-government bodies, central executive authorities, non-governmental organizations and business - to develop, adopt and implement inclusive effective decisions in a non-discriminatory participatory manner using digital tools and taking into account objective data and conditions of uncertainty, limited resources and global challenges:

Contribute to the protection of the rights and freedoms of residents, influence decisions concerning them through the development of digital participatory democracy and digital agent-based mechanisms of multi-level governance and public participation based on the standards of the DIY4Change method, the EU and the Council of Europe.

Promote Ukraine's European integration through the introduction of principles and standards of democratic agency governance, cohesion policy, co-creation and digital participation for economic development, preservation of human capital and strengthening the competitiveness of communities, regions and the country.

Strengthen the institutional and organizational capacity of target groups through strengthening the competencies and practical skills of Ukrainians, the development and implementation of innovative applied methods and digital tools based on the standards of the DIY4Change method.

Automation of Organizational Work Processes

One of the core directions of our work is the automation and digital transformation of work processes for local self-government bodies and NGOs. Based on our own scientific DIY4Change method, we have developed an ecosystem of 21 digital tools that reduces the workload of officials and NGO representatives while increasing the effectiveness of their work by 1.97 times. We provide public services for optimizing and automating organizational workflows, and carry out digital transformation of existing mechanisms and implementation of new mechanisms of public participation.

Expert legal support: expert analysis, development of recommendations for amending existing and development of new regulations in the direction of participatory digital democracy, development of civil society, protection of citizens' rights to direct participation in the formation and implementation of state and local policies.

Innovation and methodology: development of concepts, technical requirements and tasks for the implementation of educational methods (including online educational academies, interactive courses), civic participation tools, platforms (online, offline) for the interaction of public actors (government-community-business).

Conducting practical trainings to build capacity development in the field of civic participation and volunteering for civil servants, CSOs, volunteer initiatives and citizens on the basics of civic participation for CSOs and active citizens.

Providing technical expert support in the development and implementation of participatory processes: organization and expert and methodological support of participatory decision-making processes and policies.

Analytics and Needs Assessment

We conduct in-depth analytical research that underpins every one of our projects: assessing community development needs, assessing the training needs of target groups, analyzing the current regulatory and legal framework, and preparing conclusions and recommendations for its improvement in line with EU, Council of Europe, and OECD standards. Our proprietary MiO Solve monitoring and evaluation methodology has already been applied to study public participation tools across 18 Council of Europe partner communities. In 2025, we analyzed 45,020 resident proposals as part of public demand assessment and developed 35 new original curricula based on identified needs.

Strategies and Community Statutes

We support communities through the entire path of developing their regulatory foundation: first helping to develop or update a development strategy, then a community statute. In 2025, we provided expert support for the development of 47 development strategies and 8 community statutes. In Dnipropetrovsk region, for example, participatory statute development secured the right of over 36,000 residents and 4,000 schoolchildren to directly influence public decisions.

Capacity Building for Local Governments and NGOs

We conduct trainings, workshops, and capacity-building events for local self-government bodies and NGOs — covering strategic planning, monitoring and evaluation, advocacy, fundraising, and project management according to EU and Council of Europe standards. In 2025, we ran 60 original training programs, certified 119 experts, and strengthened the capacity of 98 NGOs and 88 local governments.

Updating the Participation Regulatory Framework

We develop and implement changes to local regulations governing citizen participation in community development and recovery processes — regulations on participatory and school participatory budgeting, public consultation procedures. In 2025 alone, we prepared over 26 regulatory acts for the implementation of inclusive school participatory budgeting in 16 Ukrainian communities.
